I get Restricted Access error when i tick the modules, but when I untik them, I get to pass that stage but I have never completed an installation, also, i try to access my localhost/inportal where my portal is installed, I see a blank page entirely. please help

Are you using latest In-Portal release (e.g. not beta or release candidate)?

Also what happens exactly when you uncheck all modules and continue installation?
